Pro2Serve’s nuclear nonproliferation professionals exhibit unparalleled Nuclear Material Control & Accountability (NMC&A) expertise. We support the NNSA Office of Defense Nuclear Nonproliferation Material Protection, Control, and Accountability (MPC&A) monitoring effort regarding consolidation, downblending, and conversion of highly enriched uranium into low enriched uranium oxides at sites within the Former Soviet Union.

One of our most notable accomplishments in this effort has been development of a systematic method for designing and analyzing MC&A systems to address the insider threat for any Category I or Category II Nuclear Facility. To analyze for the insider threat, we developed a uniform, technically based toolbox that includes:

  • MC&A system decomposition into fundamental elements that provides a functional MC&A system for any generic nuclear facility
  • Accompanying documentation that defines each fundamental element, performance metrics, and relative consequences associated with not performing the element
  • A comprehensive MC&A questionnaire for a generic nuclear facility and uniform grading criteria to provide input to a MC&A system effectiveness algorithm
  • A comprehensive MC&A System Effectiveness Tool (MSET) that incorporates Probabilistic Risk Assessment (PRA) and serves as a definitive platform for MC&A upgrade justifications
